Summary of the new Turkish law on short-term rental of properties for tourism purposes (Law No. 7464):

Since 1 January 2024 Owners who rent their property in Turkey to tourists for less than 100 days per year must take note of some important changes:

  1. Licenses:

A license from the Ministry of Culture and Tourism is required.

Existing landlords must apply by January 31, 2024.

Failure to comply will result in fines of up to 1 million Turkish lira.

  1. Approval:

In residential complexes, the consent of all owners in the same building is required (outside the residential complex only the owner in the same building).

The bylaws of the residential complex can be changed with a 4/5 majority to allow short-term rentals.

  1. Subletting:

Prohibited for tenants (e.g. Airbnb subletting).

Allowed only for owners or licensed agencies.

Additional points:

The permit can be issued to the management company of the residential complex. The law aims to improve the safety and comfort of tourists and to protect the rights of homeowners.
